World of Warcraft - Item Upgrade
The feature of upgrading items allows players to increase the level of equippable weapons or armor. This improves the stats of that gear, as well as sometimes adding buffs or rerolling an affix.

Items can be upgraded by any NPC that is an upgrader in the game. In general NPCs can be found in capital cities or major questing spots. You can also find upgraders of items by visiting dungeons with high-level bosses, and speaking to NPCs in garrisons of your faction.
The World of Warcraft item upgrade system lets players increase the level of weapons, armor and trinkets. This process is very similar to the process used for gear reforging in Mists of Pandaria and Warlords of Draenor however, instead of using the appropriate currency players must visit an NPC for upgrading items to complete the process.
Upgrades can be costly especially for weapons and armor. Depending on the upgrade track each step up in item level can cost many Valorstones and crests. The total costs can be prohibitive for players who don't have the funds or are unable to grind them.
Fortunately the game allows players to reroll an upgraded item with an exclusive tool within the menu of items. This option lets you exchange the upgraded item for an equivalent version at level 1 that has a different set of bonus effects. This is useful to get better rolls on items that are already upgraded. However, it can be a waste of time.
Requirements

You will also require different amounts of Minerals, Erons and Giants.
Time is a factor.
Items upgrades can be used to improve the power of your gear and ship without having to level them. While it's not inexpensive, it's an effective way to boost your performance without having to spend a lot of time in combat. It's crucial to know the benefits and costs of item upgrades prior to investing time or money.
Each upgrade increases the stats of the item's base by a certain amount and gives the chance to obtain an additional substat. Recycled items will not keep their level, nor the resources used to upgrade them.
The maximum level of upgrade for an item is determined by the item's tier as well as its quality. Uncommon items can be upgraded to the maximum level of six while Rare and Epic items can be upgraded to level nine.
